Cost Control
Generally in a construction project the advising role for cost management falls within the boundaries of the Quantity Surveyor’s scope. However the QS has other key roles to fulfil such as commercial management including consultant liaison for claims and variations, subcontractor management, contract administration, correspondence and measurement among others. Therefore the QS might not have sufficient time to dedicate for in-depth cost control and reporting, and it is beneficial to have specialized staff (cost engineers/cost controllers) for cost management, especially on large scale projects.
Furthermore, the Bill of Quantities (BOQ) is commonly used as a tool for cost management, which however might not be sufficient to deal with complex cost management issues. Specialized tools and techniques are also needed for effective cost management such as cost reports, variance analysis, comparison reports, detailed budgets including itemized preliminaries, staff, labour and equipment deployment plans and others.
